You should re-title this “Evil at Work.” Surely there is no more evil an organization that the Philadelphia Parking Authority.
I’m not sure that’s so true any more, Steve. It certainly may be, but back in the early 90s when the PPA workers would literally stand in front of a meter waiting for it to expire so that they could ticket you… now THAT was evil.
